For citizens first few digits apparently represent place of birth, but format is not public. On 28 January 2009, the Indian Government established an Authority called the Unique Identification Authority of India (UIDAI) to issue a Unique Identification Number to all residents of India. The Aadhar letter, downloaded Aadhar letter, PVC Card, Aadhar printed on paper or plastic cards or in any other approved mode shall have an equal acceptance and validity throughout India for all purposes, including identification.
It is a number not related to anything in particular about the person (except for immigrants who get assigned numbers starting at 92,000,000). It is assigned at birth by the Registro Nacional de las Personas (National Registry for People), but parents need to sign up their children, and because of this there are some people, especially the poor, who do not have a DNI. After the independence of Pakistan, Prime Minister Liaquat Ali Khan launched the Personal Identity System (PIS) program to issue national identification cards to the citizens of Pakistan and Muslim refugees settling in Pakistan. The Aadhar system is built under the assumption that national identity numbers are the equivalent of IP addresses in a digital network.538 This assumption creates significant correlation risks and the potential to amass vast datasets that can be used for commercial and government surveillance. The applicant’s mailing address did not have to be the same as their place of residence, so the area number did not necessarily represent the applicant’s state of residence, regardless of whether the card was issued before or after 1973. The amended law provides women in the organized sector with paid maternity leave of 26 weeks, up from 12 weeks, for the first two children. India now has the third most maternity leave in the world, following Canada (50 weeks) and Norway (44 weeks). In India, multi-context enrollment takes place with state-level registrars. States are incentivized to enroll their people because they get to collect more information than the basic four fields (name, birthdate, gender, and address) required by the UIDAI “Know Your Resident” rules.
The Employees’ Provident Fund Organization (EPFO), under the Ministry of Labor and Employment, ensures superannuation pension and family pension in case of death during service. Presently, only about 35 million out of a labor force of 400 million have access to formal social security in the form of old-age income protection in India. Unlike UIDAI, when the U.S. government changes any technology at the core of its operations, it moves with a deliberate and careful approach bound by the legal and regulatory framework of the government, particularly when working with the sensitive personal information of its residents.
